Navy BUMED RFP: Performance and Process Improvement Support Services

“Objective: The objective of this contract is to provide performance and process improvement support to the Military Health System (MHS) throughout the entire spectrum of health care services at its headquarters, operational medical environments and Medical Treatment Facilities (MTFs).  Through coordination with Navy Medicine’s Comptroller and Improvement Science Director, commands across the continuum of care request performance improvement projects.  The support from this contract will provide the services and resources needed to meet the requests from the commands. Task Orders will focus on improving access, quality, and cost through improved efficiencies of “current state” resources in support of high reliability goals.  It is precisely the services covered under this contract that will help support these initiatives and improve the MHS one project at a time.”

“Background: Performance improvement support gained a major presence in 2009.  Since then, numerous studies have taken place focusing on the entire spectrum of care from operational environments to hospital settings and other healthcare related areas.  The sponsor of this work resides within the Improvement Science (IS) Office. The Executive Director (TED) at BUMED requires work of this nature to have a champion from within the project focus area.  All projects are requested of the IS Office through a formal request and approval process.”

“Task Areas: The contractor shall perform tasks that encompass the entire healthcare spectrum of care and any ancillary services, MHS supply chains, clinical service lines, and administrative services that contribute to the quality and effectiveness of care provided to military members.”

“Scope of Task Orders: The contractor shall perform project support services in various clinical locations, both CONUS and OCONUS.  While the focus may be different from project-to-project, each task order will involve a scoping, planning, and implementation phase…”

“The Bureau of Medicine and Surgery (BUMED) submitted a requirement to NAVSUP FLCN Philadelphia Office for Performance and Process Improvement Support Services. The objective of the resultant contracts are to provide performance and process improvement support to the Military Health System (MHS) at its headquarters and Medical Treatment Facility (MTF) locations.  This includes the Defense Health Agency (DHA) and the health systems for the respective armed services: Army, Navy, and Air Force.  Through coordination with Navy Medicine’s Comptroller, commands across the DHA and the three services request performance improvement projects.  The support from these contracts will provide the services and resources needed to meet the requests from all of the commands. Task Orders will focus on improving access, quality, and cost through improved efficiencies of ‘current state’ resources.”

“It is anticipated that a Firm, Fixed Price, indefinite-delivery/indefinite-quantity (IDIQ) type, multiple award contract will be awarded as a result of this acquisition. The anticipated contract will have a 5-year ordering period, and a 6 month option period that if exercised, would extend the ordering period by 6 months, IAW FAR 52.217-8…”
