VA RFI: My HealthVet (MHV) DevSecOps

The MHV Program is currently organized into three Enterprise Project Structure (EPS) Projects: Veteran Facing Enhancements (VFE), Infrastructure & Interface Enhancements (I&I) and MHV Sustainment, which will be consolidated into one DSO program.  MHV consists of a family of capabilities to include those provided by the MHV core product (e.g., Refill prescriptions), Secure Messaging (SM), HealtheLiving Assessment (HLA), Extract, Transform, and Load (ETL) formerly known as Corporate Data Warehouse (CDW), and Blue Button Medical Imaging (BBMI).

The Contractor shall provide services to support IT DSO for MHV Product in accordance with the working principles and definitions provided in Section 5.0. The Contractor shall provide dedicated teams of cross-functional staff to operate, build, maintain, and develop the MHV platform and associated benefits systems with capabilities to streamline systems, improve scalability, increase availability of services, and enable more efficient delivery. The Contractor shall provide VA with iterations of Agile software development and CI/CD. The Contractor shall provide support services for legacy systems and shall support transitioning legacy systems to the MHV Platform and decommissioning legacy and/or other identified MHV systems.

The Contractor shall use the current JIRA system to support and oversee Business/stakeholder initiatives and epics through from conception to completion The Contractor shall provide overarching architecture support. The Contractor shall identify dependencies, inputs, and outputs, the timeline for completion of integrated efforts, and processes to manage the overall integrated effort. The Contractor shall adhere to the VA’s PLM Playbook and adopt modern practices to continuously improve VA experiences through a combination of people, processes, and technology.

The Contractor shall support the family of MHV capabilities to include those provided by the MHV core product (e.g., Refill Prescriptions), including ETL and HLA.

The Contractor shall support interfacing with External applications: I.e. VA.gov, Mobile Apps, Department of Defense (DoD), Cerner migration/integration, integration with digital/smart devices (such as AppleWatch) and others as defined by the Government.

The Contractor shall follow an Agile Methodology and follow the VA PARS established by OI&T DSO. The Contractor shall comply with any applicable VA/VHA or other Government mandates, as necessary.

MHV is a complex program that interfaces with many applications, reports to many governing organizations, and provides approximately 26 software releases a year. The MHV Program requires Contractor support to effectively sustain the MHV program. This Performance Work Statement (PWS) defines the operations and maintenance services required to provide the MHV Program with continued sustainment.

The MHV platform is currently deployed in the VA Enterprise Cloud (VAEC) Amazon Web Services (AWS) GovCloud environment and leverages modern tooling, automation, and Application Programming Interface (API) framework that provides patterns for building well-integrated, well structured, and standardized (i.e. OpenAPI Specification-based) APIs. APIs and automation improve accessibility to benefits related data, hastens benefit claims processing, streamlines appeals management, and enhances overall benefits service delivery. The platform allows teams to quickly and easily develop, deploy, scale, and manage container-based applications in a multi-tenant cloud environment. The MHV Product Line Teams uses this integration platform to deliver on top priorities to support VA.gov, Office of Connected Care (OCC) and Office of Electronic Health Record Modernization (OEHRM) missions, drive application modernization efforts, standard platforms, common data sharing, a standardized approach to software delivery and decommissioning of legacy systems, where applicable.

As MHV matures into a PLM model, MHV and Contractor product teams may consist of the following and be added or removed from the MHV Product Teams throughout the life of this Task Order.

Communications: The Communications Patient Data Product Line provides IT solutions to support secure communication via secure messaging between the Veteran and his/her health care team.  This allows the Veteran to maintain communication with his/her healthcare team between appointments.

The Communications Patient Data Product Team is responsible for analyzing, developing, testing and implementing application modifications, enhancements and new features prioritized by the Business Owners. Coordination is required with VHA Business owner for Communications, the MHV Coordinators, and the OCC.

External VA Applications and Mobile Applications access the core Patient Data applications through APIs to eliminate duplicate applications.

Pharmacy: Pharmacy Patient Data Product Line provides IT solutions to support the multiple functions that collect Veteran’s Electronic Medical information from multiple data sources to display the health information to the Veteran in a variety of formats and real time interactions to review and order medications and enter vital sign information that is shared with his/her healthcare team.  The MHV Pharmacy module displays historical pharmacy information, allows the Veteran to request prescription refills and receive tracking information.

Each Scrum team is responsible for analyzing, developing, testing, and implementing application modifications, enhancements and new features prioritized by the Business Owners. Coordination, if needed, with VHA Business owners for the Pharmacy Benefits Management (PBM), Patient Generated Health Data (PGHD), VA.gov., OEHRM, DoD, Medical Directors and the OCC will require a MOU/SLA.

Portals/Access: The Portals/Access Product Line provides IT solutions to support the overall management of the Veteran facing, MHV, website and the MHV Administrative Portal.  The product line is responsible for compliance requirements and maintaining the sites platform, feature, and content perspectives.  The product line maintains user management including account creation and deactivation, role assignment, and access to the sites via direct login and/or single sign on.  The product line supports the maintenance of an integrated Commercial-off-the-shelf (COTS) product HealtheLiving Assessment (HLA)…
