VA RFI: Automated Classification System

The Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) is seeking information concerning the availability of capable contractors to provide project management and Software Development Life Cycle (SDLC) support including design, configuration, integrations and/or interfacing with other systems, testing, training, communications, change management, deployment, service desk and system sustainment for an Monster Government Solutions, LLC (MSG) brand name or equal Commercial-Off-The-Shelf (COTS) Automated Position Classification System Software -as -a -Service (SaaS) using Agile methodology.  The Contractor shall comply with The Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Veterans-focused Integration Process (VIP) and Technical Reference Model (One-VA TRM) for all business requirements gathering and configuration activities.

VA’s authoritative source for classification must be integrated with VA’s classification processes, systems, and technologies. This approach ensures that the solution will meet the business needs of Classification Stakeholders (to include HR Specialists and Managers), as well as Internal Business Customers. This will further help to improve VA’s organizational design, position management and workforce planning, as well as provide greater uniformity of job classification outcomes across the Department’s unique structure.

The Contractor shall provide the eClassification360 system subscription services for up to 426,014 employees in accordance with the number of accesses roles required for classification specialists, hiring managers, document creators, classification administrators, and super users.

The following table contains the eClassification360 system core capabilities to support the eClassification360 requirement that would meet the VA’s requirement. Should the offeror propose an “or equal” product, the offeror must demonstrate that it meets the salient characteristics provided below.

Initial home page that is displayed upon a valid user authenticating themselves into the system. Page displays navigation to access the various features of the system as well as modules with tailored information that pertains to the user such as pending system activities. Key information that is of interest to the user is immediately presented in a clear and concise manner. Improved navigation allows the user to quickly access the information/functionality of interest.

A step-by-step wizard that guides a user through the various steps of creating PDs, FSs, and Scope of Practices. This includes the ability to build from scratch or from a copy of an existing PD. Based on the input provided during the PD builder, assigns a PD with the appropriate series, title, and grade.  An easy-to-use process for creating a PD that can be properly reviewed and classified.
