“Duties
- Oversees and supervises simplified acquisition, procurement, and contracting services and functions for the Offices of Research Services (ORS).
- Identifies and plans for system, operational, procedural, and personnel changes required to successfully manage ORS acquisition activities and programs.
- Develops and implements policies and procedures for the management and delivery of simplified acquisition, procurement, and contracting services for ORS/ORF.
- Supervises and directs the operations by planning and assigning work to staff based on management priorities, employee capabilities, and schedules.
- Oversees management of the ORS Purchase Card Program.
- Responsible for preparing the annual Acquisition Strategic Plan.
- Oversees and administers simplified acquisition threshold contracts for ORS/ORF.
- Oversees, reviews and coordinates the acquisition, loan, transfer and disposal of accountable property items per HHS and NIH property regulations and procedure, and the NIH acquisition and property management processes for both ORS and ORF.
- Provides supervision and direction for acquisition program quality assurance functions.
- Establishes short and long-term strategies and goals.
- Participates and provides guidance and assistance in managing the budget and resources for the staff.
- Plans, organizes, and carries out budget planning and administration for programs and activities.”
