This is a SOURCES SOUGHT NOTICE (Notice) to determine the availability of small businesses on the General Services Administration (GSA) Multiple Award Schedule (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) that have the capability to support CMS by providing the services necessary to develop, implement, field, and analyze data from the Medicare Ground Ambulance Data Collection Instrument and develop a sampling approach consistent with requirements in section 50203(b) of the Bipartisan Budget Act (BBA) of 2018.
This work focuses on developing, implementing, fielding, and analyzing data from the Medicare Ground Ambulance Data Collection Instrument and developing a sampling approach consistent with requirements in section 50203(b) of the Bipartisan Budget Act (BBA) of 2018. Under this legislation, CMS is required to develop a data collection system (which may include use of a cost survey) to collect cost, revenue, utilization, and other information from ground ambulance organizations. CMS collects and sends this data to the Medicare Payment Advisory Commission (MedPAC) who will then assess and submit a report to Congress on the information submitted by ground ambulance organizations through the data collection system on: (1) the relationship of reported ambulance-related costs to payment rates under the Ambulance Fee Schedule (AFS); (2) utilization of capital equipment and ambulance capacity, and (3) different types of ground ambulance services furnished in different geographic locations, including urban, rural, and low population density areas (super rural areas).
CMS requires contractor support for the following tasks: Maintenance of the Instrument, Data Sampling, Education and Training Materials, Analysis and Testing, and Reporting Technical Assistance and Support.
CMS requires expert assistance with responding to industry questions, meeting with stakeholders, developing business requirements, maintaining the Medicare Ground Ambulance Data Collection Instrument, including assessing the user-friendliness of the Medicare Ground Ambulance Data Collection System (GADCS), and validating updates expectations.
- Required Knowledge and Experience
At a minimum, the following knowledge and experience with the U.S. Department of Health and Human Services (HHS)/CMS or equivalent is required:
- Thorough understanding of the Ambulance work and the Ground Ambulance industry, related regulations and sub-regulatory guidance, and related Medicare ambulance services policy.
- Experience with Ambulance administrative, claims, and financial data in the CMS environment or similar health insurance environment.
- Experience managing major, complex projects supporting CMS compliance requirements and commercial health programs.
- A minimum of five (5) years industry experience in health policy research and empirical analysis of claims and survey data.
