VA RFI: New England Journal of Medicine (NEJM) Subscription Re-compete

“The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires a commercial off-the-shelf web based, full-text, electronic journal collection subscription from the Massachusetts Medical Society Publisher that will be made available throughout the VA healthcare system. “VHA’s goal is to ensure uniform availability to a subscription-based collection of high quality, clinical, full-text electronic journals across the VA system to improve clinical decision making at the point of care.”

“The desired goals of the nationwide provision of a subscription to a collection of full text, electronic journal are as follows:

  • Providing access nationwide to a collection of full-text, electronic journal that will build on the enterprise-wide availability of knowledge-based resources in the National Core Collection of Online Resources available to all VA staff.
  • Initiating a nationwide, centralized purchase to capitalize on the economies of scale offered by vendors.
  • Negotiating one contract to decrease the current contracting and reviewing efforts that are required at the facility and/or VISN level and thereby avoid the costs and workload associated with multiple procurements.”

“Scope of Work: The vendor shall provide all sites on the VA network with access to a single online, web-based product. Main authentication will be through VA gateway IP addresses…”
