VA Sources Sought: Electronic Records Management (ERM) Solution

“The Department of Veterans Affairs (VA), Office of Small and Disadvantaged Business Utilization (OSDBU), has a requirement for an Electronic Records Management (ERM) solution to support the migration of the Veterans Enterprise Management System (VEMS) to the VA Enterprise Cloud – Microsoft Azure Government Cloud in accordance with VA’s “cloud first” mandate. The ERM software package shall support SharePoint Online and 3rd party repositories including FileNet, Documentum, and Box. This approach allows records to be managed in the Microsoft SharePoint or folder structures providing the VA the flexibility to manage records as they are migrated to Office 365 and SharePoint Online. Software maintenance shall include service pack releases to address fixes for any issues identified in the software, as well as incremental releases, providing enhancements to features and functionality, bug/defect fixes and updates/upgrades to maintain the operability and usability of the software product. Technical support shall be provided by ERM solution professionals via phone or e-mail from 8:30am – 5:00pm EST. ERM maintenance shall also include a 4-tiered service level to address issues that are having a critical, severe, and/or restricted impact on operations or an inconvenience for the customer. The contractor shall provide 80 hours (10 days) of engineering support to properly install, configure, and validate the pre-production and production deployment of the ERM solution in the Microsoft Azure Government cloud environment.”

“The ERM solution shall meet the following salient characteristics:

  • FedRAMP Compliant ERM system,
  • DoD 5015.02 Certified product built on Microsoft’s SharePoint Record Center and is fully supported and certified in SharePoint,
  • For records that require storage in a DoD compliant record center, support transfer to DoD 5015.02 extension under the appropriate retention schedule to ultimately be dispositioned,
  • M-19-21 Compliance – This Bulletin describes the replacement of NARA’s Certificate of Federal Records Management Training with the Agency Records Officer Credential (AROC) and establishes the requirement for Agency Records Officers to periodically renew the credential,
  • Ensure compliance with federal directive deadline date with rapid implementation of the ERM systems in-place records management solution,
  • Manages the full lifecycle of records from auto-classification through retention and disposition within a record’s native repository,
  • Compliant with Federal Directives including the latest memo – Transition to Electronic Records (OMB/NARA M-19-21),
  • Customizable document libraries to organize records for streamlined access and automatic content tagging to ensure information is placed in its proper location and can be easily found…”
