VA to award sole source for VHA Environmental/Sustainability Professional Support Services

“The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Office of Occupational Safety, Health, and Green Environmental Management Systems (GEMS) program office is seeking professional support services to provide broad technical expertise, nationwide capabilities, and an in-depth knowledge of Healthcare EOC operations, organization, and culture. Support will include providing an array of Occupational Safety and Health (OSH), Fire Protection Engineering, Hospital Engineering, Asset Management, Clinical Occupational Health/Medicine, Workers’ Compensation, Industrial Hygiene, and Environmental Management/Compliance (hereinafter referred to as “Programs”) program support to affect specific tasks related to the management of the programs, as well as the impact of these programs on the operation of VHA facilities. The contractor shall provide additional support in development of a strategic and operational plan specific to VHA facilities to accomplish existent and emergency agency goals and performance measures.”

“Scope:

  • Support VHA to meet the Program’s management and budgetary goals.
  • Measure compliance with all existing Federal Statutes and Executive Orders.
  • Develop facility planning and operations programs and training that ensure sustainable achievement with VHA’s Comprehensive EOC Program including but not limited to safety, Clinical Occupational Health/Medicine, Workers’ Compensation, and environmental strategic and operational goals.
  • Ensure planned goals and target achievements are effectively communicated to internal and external stakeholders.
  • Ensure that VHA can establish a program review process to periodically review ongoing programs and amend the strategic plans and operational activities as the economics and technical potential VHA’s Comprehensive EOC Programs including but not limited to safety, engineering Clinical Occupational Health/Medicine, Workers’ Compensation, and environmental management/compliance intervention technologies advances.
  • Perform audits and assessments as specified by VHA to ensure that EOC processes are in place that promote consistent operation of the EOC program required throughout the administration.
  • Provide EOC subject matter expertise (SME) through on-site consultation in the areas of management processes and provide analytical services.
  • Develop action plans based upon identified improvement opportunities resulting from non-compliance and partial compliance.
  • Ensure a functional oversight structure that complies with reporting guidelines and appropriately implement and follow-up on recommendations and corrective actions.
  • Determine through on-site validation whether deficiencies identified, during EOC Rounding and Infection Control Committee minutes, were tracked and followed up until resolved to ultimate closure.”

“The Contractor shall provide professional support services using deidentified, trended and aggregated data for operational support of Occupational Safety and Clinical Occupational Health/Medicine, Workers’ Compensation, Fire Protection, Industrial Hygiene, Environmental Management and Engineering Programs, considering all present and emerging federal and state mandates, statutes, and Executive Orders at the facility, VISN, and VHA Central Office Levels…”
