“The Partner Liaison will be the primary interface between the firms in the Leidos Partnership for Defense Health, led by prime Leidos, as well as other existing and potential business partners. The Partner Liaison will lead the cross-functional Subcontract management team, working with the Leidos procurement organization on behalf of the program to develop and execute strategies for acquisition strategy, timing, contract vehicles, negotiations, and competitions. This role will oversee all aspects of partner relations and performance throughout the subcontract management lifecycle, including but not limited to: proposal support activities, negotiations of non-disclosure agreements, teaming agreements, development of statement of work, evaluation of subcontractor proposals, price analysis, negotiations of terms and conditions, award of subcontracts, subcontract administration, issue resolution and closeout activities. The Partner Liaison ensure the team is managing all aspects of subcontractor performance from communications of expectations and statements of work through reporting of performance metrics. “Primary Responsibilities
- Manage the program’s subcontract strategy and develop the business rhythm required to effectively manage the subcontracted elements.
- Establishes clear lines of communication and exercises persistent follow-up with the subcontractor and Leidos and acts as a liaison between the subcontractor and the program’s technical staff.
- Objectively determines the subcontractor status relative to technical, schedule and cost performance against the baseline, as well as manages the risk process related to their scope.
