HHS OIG RFI: Freedom of Information Act (FOIA) Tools

“The purpose of this RFI is to gather information from vendors and organizations in regard to a Freedom of Information Act (FOIA) workflow and processing system to support. HHS-OIG plans to acquire a system that can process FOIA requests for the Office of Inspector General, replacing a legacy system that has reached its end-of-life. The system must be capable of integrating with other HHS-OIG’s electronic components and automated systems and must provide basic functionality for processes performed by FOIA staff.”

“The system should streamline FOIA processing; eliminate hardcopy processing and retention; eliminate the need to conduct paper-based or email reviews and redaction of responses; and eliminate the need for hardcopy mailing of responses. The solution needs to have the ability for customization, be web-based, and have functionality that is cohesive and supports end-to-end FOIA processing, is user friendly, scalable, integrated and functionally complete. The system needs to be able to accommodate up to 15 users who can process up to 2,500 FOIA requests annually. The products and services sought will improve HHS-OIG’s ability to respond to Freedom of Information Act (FOIA) requests; provide document redaction capability; a correspondence and action tracking case management application; and data migration from the current tracking system.
