FDA awards OEMS Operational Support bridge contract to Deloitte in advance of recompete

“OEMS was established to systematically monitor and guide the planning and implementation of FDA administrative operations through proactive strategic assessment and analysis, information dissemination, decision support and the application of technical expertise. Specifically, OEMS is responsible for developing and partnerships with OO and OC Super Offices to build evaluation capacity, improving decision making and risk management through systematic inquiry, strategic alignment to ensure mission effectiveness, offering administrative support across OC, aggressively advocating for process efficiency and achievement of superior results, and facilitating change while standardizing OC crosscutting operations and promoting a culture of innovation.”

“BPA order HHSF223201510010B/HHSF22317001, which will expire on December 31, 2021, was competed among the three (3) Business Transformation Team (BTT) BPAs and was awarded on August 31, 2017 to Deloitte Consulting, LLP in the amount of $7,305,004.98 with a period of performance of September 5, 2017 through September 4, 2018 and two option years. On August 12, 2020, the BPA order was extended until December 31, 2020. Five (5) new BTT BPAs were awarded on October 20, 2020; however, due to a protest, each BPA awardee was issued stop work orders. On December 22, 2020, the BPA order was extended until December 31, 2021 to avoid a lapse in service due to the protest, which resulted in voluntary corrective action completed on March 24, 2021.”

“Due to changes in the agency, the OEMS and Enterprise Risk Management (ERM) support requirements currently being performed under HHSF223201510010B/HHSF22317001 are being split into two separate actions beginning in FY 2022. The ERM support requirements are currently being re-competed among the five (5) new BTT BPAs. OEMS also intended to re-compete the OEMS support portion of this requirement among the five (5) new BTT BPAs; however, as a result of the ERM and OEMS support requirements being split into two separate actions due to changes in the agency, OEMS was left with little time to prepare to put a new order in place. Therefore, an extension is necessary for the OEMS portion of HHSF223201510010B/HHSF22317001 in order to avoid a lapse in service while the OEMS support portion of this requirement is being re-competed…”
