“The FDA Mentoring program is a formally structured program that will service employees at various levels throughout the agency. The mission of the FDA Mentoring program is to address the agency’s changing workforce needs through strategic and proactive workforce planning. The development and implementation of the formally structured mentoring program is a cost-effective way to address leadership development, knowledge transfer, succession planning, and attrition that affect our current workforce, and is also a proactive way to address future needs of the FDA workforce.”

“The FDA Mentoring program has specific programmatic requirements, features, and milestones for participants and the program manager. Such program requirements include periodic program assessments/reports, a diversity and inclusion matching component, and opportunities for stretch projects. As an added benefit to the program and overall organization, the mentoring program software will ultimately provide sound recommendations for issues or complex problems to promote improved quality, effectiveness, and efficiency of program operations.”

“The primary objective is to procure a cloud based mentoring platform that can accommodate up to 15,000 users, maintenance support, and training…”

“The salient characteristics for a cloud-based mentoring platform are the following:

  • Shall be a SaaS (Software as a Service) cloud-based platform.
  • Shall be an all-inclusive annual subscription/license fee that includes setup, hosting, maintenance of our configured platform, technical support, and administrator training and support.
  • Must be capable of providing up to 20 hours of help with program design and configuration.
  • Must be capable of providing up to 10 hours of support for program launch.
  • Must be capable of providing quarterly mentoring review meetings to review program activity.
  • Must be capable of providing up to 10 hours of support for launching new programs and relaunching a new cycle for existing program.
  • Shall be capable of supporting up to 15,000 users.
  • Shall provide fully automated matching program that utilizes an algorithm to pair participants based on several characteristics.
  • Shall be able to configure and weight the matching algorithm for each program based on program requirements and needs.
  • Shall provide tools for tracking participant numbers, participant engagement, mentoring activity, and satisfaction metrics via a dashboard and shareable reports…”
