DHA seeks Director, Federal and Commercial Interoperability

“Duties

  • Lead the FEHRM’s efforts to implement national health data standards for interoperability. 
  • Establish, monitor, and approve the clinical and technical standards profiles and processes to ensure seamless integration of health data between private health care providers and the Departments. 
  • Actively engage with national and international health standards setting organizations to ensure their resulting standards meet the needs of DoD, VA and other federal partners. 
  • Oversee/approve adoption of and mapping to national and international health standards in coordination with the Office of the National Coordinator for Health Information Technology. 
  • Ensure content/format of health data uses common language to improve data exchange with private sector, that clinicians have an integrated, computable view of patient’s comprehensive health record, and enable population health/analytics capabilities. 
  • Manage the portfolio of data domain and messaging standards for the FEHRM solutions that are necessary to create seamless integration of DoD, VA, and other federal partners with private sector health care record data based on functional use cases. 
  • Monitor and report on the Departments’ use of approved national and international health standards. 
  • Monitor and report on the Departments’ compliance with the certification of data domain and messaging standards for department information technology (IT) solutions necessary to create a seamless integration of health care record data. 
  • Provide forthright, timely and independent reports to stakeholders and oversight organizations, regarding the Departments’ use and compliance with adopted, identified and approved standards 
  • Coordinate and communicate within the FEHRM and across the Departments to ensure advances in interoperability capabilities enhance the quality, safety, efficiency, and effectiveness of health care services. 
  • Provide input for the Joint Executive Committee’s (JEC) Joint Strategic Plan, as appropriate, in coordination with the Departments. 
  • Assist the Departments with additional responsibilities as agreed upon by the FEHRM Director, Deputy Director, the DoD and the VA through the JEC. 
  • Provide Senior Executive direction to address and resolve issues and requirements resulting from new or modified legislation and/or regulations that may impact the interoperability of electronic health record systems or capabilities. 
  • Define and communicate future state architectural visions, based on the desired state of interoperability. 
  • Provide input to the FEHRM Strategic Plan to optimize/progress the necessary resourcing, staffing expertise and infrastructure required to meet/ exceed and drive clinical and technical data interoperability at the national/international level. 
  • Conduct briefings, presentations, or discussions on substantive EHRs interoperability/data sharing issues to senior officials, Congressional committees, and other government/non-government agencies (including health care standards organizations). 
  • Ensure understanding, integration and communication to the clinical provider level on the use systems and contribute to the continuity of care for Service members and Veterans. 
  • May be required to testify to Congressional oversight committees or to meet with Congressional staff on items related to the mission of the FEHRM. 
  • Participate in various committees with senior management officials from Federal, State or private sector organization on electronic health records interoperability. 
  • Ensure proper standards/architecture is defined to ensure confidentiality, integrity, and availability of medical records and privacy. This requires the incumbent, as needed, to attend Secret and Top Secret vulnerabilities and threat briefings.”
