“The Department of Veterans Affairs (VA), by and through its Office of Asset Enterprise Management (OAEM), administers the Capital Asset Inventory (CAI), an enterprise-wide Oracle-based database platform which maintains a record of VA’s real property inventory. The data housed by CAI is used by VA to manage and report on enterprise-wide VA real property and facility assets in order to maximize reliability, sustainability, efficiency, and effectiveness to fulfill Lincoln’s promise to our most valuable resource, our Veterans.”
“VA requires support to develop two discrete items to supplement and support improved data quality for the CAI database: (1) an online permissions-based Data Dictionary; and (2) an online hyperlinked User Guide for the CAI platform. The current CAI User Guide information is outdated and is published in Microsoft Word® format with several release updates making it difficult to navigate and update. There is currently no published Data Dictionary for CAI available for CAMS users and CAI users to reference…”
“The contractor shall be responsible for the following:
- Review of related background material related to the CAI database platform including existing user guide information and existing video training material, CAMS Points of Contact (POCs) and Technical Subject Matter Experts (SMEs). CAMS POCs and SMEs will be available to the contractor immediately after award and throughout the Period of Performance via the COR.
- Development of a written outline, development strategy and timeline for the development of (1) an online permissions-based Data Dictionary for CAI which will be available online to CAI users through VA’s intranet on VA’s SharePoint platform. The Data Dictionary shall record each data element and its attributes including, but not limited to: data element name, location in the hierarchy, data field type, definition, minimum length, maximum length, dependent data elements, data fields, examples, associated business rule(s), optional or required field, etc.
- Development of a written outline, development strategy and timeline for development of (2) an updated and online permissions-based User Guide for CAI which will be available online to CAI users through VA’s intranet. The User Guide should be organized similar to the CAI database application itself and have the ability to link to other content on the VA intranet including the CAI Data Dictionary and the existing OAEM training videos as well as a versioning page to track releases and features of the CAI software…”
