Protest forces HHS OIG development and platform services award

The purpose of this document is to outline the rationale for establishing a sole source award for software development, maintenance, and support services for HHS-OIG during a period of stay while corrective action is taken related to the protest of the follow-on competitive award. The follow-on task order (140D0421F0660) was awarded on August 30, 2021, but a performance stay was issued on September 7, 2021 as a result of the protest received, making it impossible to begin the transition to the new contractor. AQD therefore intends to issue a Firm Fixed Price (FFP) task order to the incumbent contractor, Digital Management, LLC (DMI).
