HHS IHS RFI: Program Management Office (PMO) and Organizational Change Management (OCM) Services

“To foster the success of the Health Information Technology Modernization Program, The IHS requires support services in the areas of Program Management Office and Organizational Change Management.”

“Program Management Office The IHS is developing a program management office structure that can effectively manage and monitor the HIT Modernization Program throughout the entire acquisition lifecycle (i.e., procurement, integration, deployment, and sustainment/operations). The IHS HIT Modernization PMO is housed within the IHS Office of Information Technology (OIT), under the direction of the IHS Chief Information Officer (CIO)…”

“Prior to awarding a contract for PMO services, IHS will award and manage an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for technology and integration services comprising of a series of HIT commercial off-the-shelf (COTS) solutions, including the installation/implementation/integration of recommended solutions, strategies, and equipment (procured through the Contractor or provided by the Government). Each of these installations will be a project managed by the HIT solution vendor. The PMO will manage the broader initiative and coordination between the HIT solution vendor, the OCM vendor and all other awards for other services including, but not limited to, infrastructure migration and data migration.”

“The IHS is seeking information from companies capable of providing PMO services on an enterprise-wide scale. The HIT Modernization PMO will include the following functions and responsibilities, which will be performed by Government and contractor personnel:

  • Support of Program Leadership and Oversight: Program Leadership and Oversight provides direction for large-scale, highly visible, and complex  projects with large budgets and high risk…
  • Support for Acquisitions/ Business Management: Acquisitions and Business Management is responsible for acquisitions, procurement, contract management, contractor integration, budgeting, finance, and cost management…
  • Support for Project Operations: Project Operations is responsible for overseeing project execution towards the on-time, on-budget, and full scope of HIT Modernization related projects.
  • Support for Engineering: Engineering is responsible for the oversight and delivery of all technical products within the HIT Modernization…
  • Support for Deployment: Deployment is responsible for fielding the vendor’s HIT Modernization solution…
  • Support for Governance: Governance is responsible for providing the structure, processes, and decision-making models and tools for managing the HIT Modernization solution…”
