VA RFI: MedKnowledge Drug Database and Decision Support Tools

“PRODUCT REQUIREMENTS The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Pharmacy Service has a requirement to renew the commercial clinical knowledge database license that is utilized for clinical decision support (CDS) within the VA’s VistA Electronic Medical Health Record System, Medication Order Check Healthcare Application (MOCHA) suite of pharmacy software applications. These clinical decision support tools are required for medication order checks such as drug-drug interactions, duplicate therapy, and maximum dose checks during provider medication order entry and pharmacy medication order processing. These order checks are vital to the mission of VA and will place patients at significant risk if they are not available.”

“The MedKnowledge database is also required for inventory control, claims adjudication, market research for contracting and to validate internal VA data such as National Drug Code (NDC) and pricing information. MedKnowledge Drug database is a comprehensive clinical knowledge database that is tightly coupled with the VistA Application Program Interfaces (APIs) that access FDB Standard Reference Tables. VistA MOCHA applications, including MOCHA, Pharmacy Product System (PPS)/ National Drug File (NDF), Pharmacy Enterprise Customization System (PECS), Data Update (DATUP), and MOCHA Server are fully dependent and were strictly developed according to the vendor’s database schema, API calls and algorithms.”

“The period of performance (PoP) for this proposed contract will consist of a Base Period of 12 months and four 12-month Option Periods. There are also eight Optional Tasks for the Base Period and Option Periods that can be exercised at any point during those periods for a maximum of twelve months…”
