VA, FSC has a requirement to procure mLINQS, LLC’s moveLINQ PCS Relocation Accounting SaaS Solution for term licenses with option years and optional tasks to procure a base of 510 term licenses and optional licenses in increments of 50 per request (not to exceed (NTE)300 total) during the period of performance. The SaaS solution would automate expense management related to the relocation of federal employees. The moveLINQ software solution consists of software “move” licenses, cloud services, Integrated Financial and Acquisition Management System Integration Development, Financial Management System Integration, Human Resource Payroll Application System Integration, Single Sign-On Internal/External, Travel, and integration development maintenance that provides support to ensure each interface functions properly as the moveLINQ software updates become available. The solution must also provide premium Tier 3 help desk support, annual and monthly rates updates, professional consulting services to assist with setup/implementation, project management, and customized training. Annual maintenance and support are required between the hours of 6:00 a.m. through 6:00 p.m., Central Standard Time, Monday through Friday.
mLINQS, LLC, a Service- Disabled Veteran-Owned Small Business, is the only provider of the relocation accounting SaaS software that is Federal Risk and Authorization Management Program (FedRAMP). In accordance with VA Directive 6517, Cloud Computing Services and the department-wide compliance with the Federal Information Security Modernization Act of 2014, the VA is required to transition to cloud-based services for all SaaS software that is FEDRAMP compliant with a moderate impact level to ensure consistency in the security, evaluating and monitoring of the Government’s cloud services. The use of the moveLINQ software solution will use and record pertinent employee data which requires the security need of the FEDRAMP compliance. The moveLINQ software solution provides enhanced administrative services to their employees, provides end-to-end automated processes to slash timelines and workloads, improve accounting of obligated and de-obligated funds as expenses occur and are closed out; increase auditability to identify any fraud and/or abuse; encourage use of corporate charge card; help transferees understand their entitlements up front; support faster payment of vendors and transferees and reduce and/or eliminate prompt payment interest. No other product is capable of providing these functionalities.
