NIH awards Modification to Unaccompanied Minor Path System Task Order to Deloitte

As a result of the surge in UC, ORR initiated a review along with the US Digital Service (USDS) and HHS OCIO of the deployment approach.

The team decided to maintain the status quo of the legacy system and not to introduce greater stress on logistical operations with an immediate cutover to a new system, since the surge in UC was overwhelming the existing legacy system and processes at ORR sites.

While the deployment was paused, Deloitte (the UC Path vendor), ORR, USDS and HHS OCIO conducted an integrated analysis around offsetting the risk associated with the UC Path ‘all-at-once’ deployment plan during the influx of UCs. The original “all-at-once” plan was created prior to the current strain on personnel, processing disruption, or the effect on children’s safety due to the massive surge in UC at the border. Therefore, the focus on the analysis was to review the risk associated with user adoption along with technical feasibilities based on how integrated the solution is across all functional areas. Based on the analysis, it was determined that a phased deployment approach based on providers/programs will reduce the deployment and adoption risk.

The task order under contract HHSN316201200018W/75N98120F0002 with Deloitte Consulting LLP, has a base year, and four one-year option periods. Currently this task order is in the performance period of Option Period 1; this option period will need an additional level of effort for the phased deployment approach.
