“1. Identification of the Agency and the Contracting Activity: This is a Limited Source Justification. The Naval Medical Logistics Command (NMLC), acting on behalf of the Bureau of Medicine and Surgery (BUMED), intends to award a commercial, non-personal, severable task order against Federal Supply Schedule (FSS) contract, 47QTCA21D008C pursuant to the authority of the Multiple Award Schedule Program.”
“2. Nature and/or Description of Contract Action Being Approved: This acquisition is conducted under the authority of the Multiple Award Schedule Program (Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et seq.) and Title 40 U.S.C. 501, Services for Executive Agencies). This is a limited source contract action to award a FSS order under 47QTCA21D008C, to HGW and Associates, LLC, 10239 Technology Drive, Knoxville, TN 37923, for Enterprise Safety Applications Management System (ESAMS) continued programmatic support and licenses. The Government intends on awarding a Firm, Fixed Price delivery order.”
“3. Description of the Supplies or Services required to meet the Agency’s Needs (including the estimated value): ESAMS is currently used by Navy Medicine as the exclusive data management system. ESAMS is designed to ensure medical forces are organized, trained, and equipped to safely meet our readiness mission; and achieve compliance with the OPNAVINST 5100.23H, Navy Safety and Occupational Health Manual. ESAMS insures risks are assessed, workplaces inspected and hazards tracked until abated as well as communicates medical surveillance results and tracks follow-up requirements; records mishaps (injuries and occupational illnesses); records respirator qualifications to include fit testing and medical clearance; tracks motorcycle operators and safety training requirements; and tracks High Risk Training. Navy Medicine also utilizes the ESAMS medical surveillance module to track the health of 25,000 plus Navy and Marine Corps personnel. In addition, ESAMS recordkeeping and monitoring functionality allows Navy Medicine to comply with Navy Audit Service reporting requirements to the Chief of Naval Operations (CNO) and Chief of the Marine Corps (CMC)…”
