CMS awards $12.5M contract to transition ASPEN to iQIES

The Automated Surveyor Processing Environment (ASPEN) is a comprehensive information system that supports CMS’ Survey and Certification processes, data collection and enforces CMS business rules. The ASPEN system is unique because it is written in older .NET technology utilizing a client/server structure that is outdated.

The initial contract was awarded under a GSA competitive bid process in August 2012, contract number HSM-500-2012-00104G GS-35F-0633S. The Time and Materials (T&M) contract was awarded with a twelve (12) month base period, two (2) twelve (12) month option periods, and an optional six (6) month Transition Out period. The total amount obligated to date is $15,934,524.

A sole source contract, contract number GS-35F-0633S 75FCMC19F0027 was awarded in February 2019 because the internet Quality Improvement and Evaluation System (iQIES) was delayed. This was a Firm Fixed Price contract with a twelve (12) month base period, a twelve (12) month option period, and an eight (8) month option period. The total amount obligated for this is $12,082,981.99. The Justification and Approval (J&A) for this requirement anticipated that during the contract’s period performance that the ASPEN functionality would transition to the iQIES system. This did not occur because iQIES was not ready to functionally operate on its own. It was assumed at this time that this functionality would be competed as part of the Patient Assessment Survey and Certification IT Development (PASCID) contract.
