US Department of Veterans Affairs (VA) Financial Services Center (FSC) has a requirement for vendor to provide an automated solution to support its Records Center and Vault (RCV) in Neosho, Missouri to manage life-cycle storage and retrieval of 1.9 million 1, 2, and 3 cubic foot boxes of records in RCV’s in-ground 400,000 square foot warehouse. The warehouse does not have broadband service.
Today, RCV uses two applications: one manages requests for records (Records Retrieval System – RRS) and another manages storage location of records boxes (Records Management System – RMS).
FSC wishes to replace the two systems with a solution that provides similar characteristics along with updated features. FSC seeks to purchase new hand-held scanners and bar-code label printing hardware for installation at RCV to support location management.
FSC prefers a single vendor to provide replacement of both RRS and RMS.
SALIENT CHARACTERISTICS OF REPLACEMENT SYSTEM
- A single, vendor-supported solution
- Business functions of the legacy system are provided by the replacement system.
- Hosted by Federal Risk and Authorization Management Program (FedRAMP) compliant servers. See https://www.fedramp.gov/ for details.
- Data security and system access conform with federal guidelines specified in the following sections of this document.
- Performance of business processes is equivalent to or more rapid than the legacy solution.
- Printers, scanners, and other networking, communications, and required hardware to operate the solution conform with federal requirements as specified in the following sections of this document.
- Improvements and/or equivalent alternatives to the business processes, capabilities, and services provided by the legacy system are encouraged.
