“Pursuant to (FAR) 8.405-6, The Office of Government Contracting Services (GCS) within the Administration for Children and Families (ACF) intends to negotiate a sole source contract with Mathematica to support continued performance measures data collection and submission activities under PREP PMAPS. The anticipated period of performance is September, 2021 through January, 2024.”
“The proposed sole source contract is for a supplemental action to continue the work under the ACF Family and Youth Services Bureau (FYSB) Personal Responsibility Education Program (PREP) Performance Measures and Adulthood Preparation Subjects (PMAPS) contract (Contract No. HHSP233201500035I/HHSP23337009T). The purpose of the proposed contract is to support continued performance measures data collection and submission activities under PREP PMAPS.”
“The PREP Performance Analysis Study (PAS) collects mandated performance measures data allowing the ACF program office (FYSB) and PREP grantees to monitor and report on progress while implementing PREP programs, focused on providing comprehensive sexual education for adolescent pregnancy prevention. Primary activities include support to grantees to collect and submit performance measures biannually, the development and management of the PREP Portal for performance measures data submission, and development and management of a Performance Dashboard for use by grantees and FYSB for reporting purposes and continuous quality improvement. This data provides ACF with up-to-date information on youth participant characteristics, service receipt, perceived influences of the program, program infrastructure, the number of youths reached and project scope, program content, and grantees training and technical assistance needs…”
“The government intends to develop a competitive procurement for award in December 2021 which will include a new data system for the collection and display of individual-level performance measures data (the current system displays aggregate data). This new system is estimated to take two years to develop, therefore this sole source supplemental action is required to bridge the work of the current contract with the new contract until the competitive procurement can be awarded and the new data system implemented.
