Update puts VA RFI for EHRIS Program Support on hold

The purpose of this notice is to inform all parties that the need date for this requirement has been revised. The original Sources Sought Notice included plans for an FY 2021 award.  This requirement is now on hold for a potential FY 2022 award.  Actual milestones for solicitation issue, anticipated award, etc., have not been scheduled at this time.  All interested parties are advised to be on the lookout for future updates. Since milestones are pending, we request that all inquiries regarding acquisition strategy, planned release date of solicitation, revisions to the Performance Work Statement, be put on hold until plans have been solidified in a future notice.

The Contractor shall provide the personnel, management, and materials necessary to successfully provide ongoing and monthly program support to the EHRIS organization and its stakeholders. Currently, EHRIS is simultaneously support 13 separate HR-IT systems in various stages of implementation to over 400,000 VA employees; nine separate EHRIS operational projects (e.g. Change Advisory Board, standardization and processes, surveys, etc.); and six strategic projects (e.g. strategic planning, policy planning, EHRIS roadshows/summits, etc.). The Government requires monthly ongoing support that will continue to grow in scope and size.

The contractor shall provide ongoing monthly program management support for the EHRIS program lifecycle while also supporting EHRIS project deliveries by supporting business transformation, change management, stakeholder engagement, acquisition management, business analysis, data analysis, documentation, risks & issues, tracking, and strategy efforts in support of each initiative.

The contractor shall provide program management oversight support that enables full integration of program oversight support into each EHRIS business line. The contractor shall work to gain a full understanding of EHRIS leadership initiatives and priorities to support the EHRIS’ status tracking and by providing consulting support for project level activities ensuring program goals are met.

The contractor shall support EHRIS decision makers by gathering and developing data from program representatives and present recommendations to leadership for decisions. This support includes gathering, reporting and developing program benefits, performance metrics, return on investment, governance, missions/vision/goal/objective alignment, transformation, accountability, integration, acquisitions, finance, infrastructure, planning, and continuous improvement.

The contractor shall develop an ongoing and living Program Management Plan (PMP) that addresses the contractor’s approach to support EHRIS as it pertains to their resource management, schedule management, program communications, risk management, change management, governance, quality management, roles and responsibilities, tracking, risks, and implementation…
