“The purpose of this announcement is to provide notice that the Government will solicit this effort, 36C10B21Q0455, as a Service-Disabled Veteran-Owned Small Businesses (SDVOSB) set-aside under the Transformation Twenty-One Total Technology Next Generation (T4NG) Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle. It is anticipated that the Request for Task Execution Plan (RTEP) will be released this month, August 2021.”

The Contractor shall automate manual cybersecurity administrative tasks using RPA. The Contractor shall use Technical Reference Model (TRM) approved tools like UiPath and PowerShell to create attended robots that update Microsoft Power Business Intelligence (BI) dashboards.
The Contractor shall use Agile practices to develop, operate, and maintain an application that is delivered iteratively and incrementally which produces high quality results in a cost effective, timely, and highly collaborative manner via value driven DevSecOps product lifecycle. The Contractor shall apply a DevSecOps approach that unifies RPA, security, and operations to develop, deliver, enhance, and manage RPA applications and infrastructure for the business.
The requirements associated with this TO shall be managed through a Jira backlog currently located in VA preproduction environment. The Contractor shall work with Government Product Owner (PO) to prioritize the User Stories in the backlog. The Contractor shall meet federal mandates, compliance regulations, and VA guidance to achieve a higher level of operational efficiency and support future state requirements.
The Contractor shall provide an application to automate the manual data extraction. The Contractor shall use the Artificial Intelligence (AI) RPA process to transform the Enterprise Mission Assurance Support Service (eMASS) data and other sources as required through various ISRM dashboards, that result in the relieving individuals from increasingly time-consuming data processing lifecycle and improving data reporting process consistency.
The VA will provide Enterprise Software License to the Contractor to develop, operate and maintain the attended robots as needed. The Contractor shall also acquire Open Source software as needed and shall maintain all necessary Open Source software agreements to include licenses, warranties, and/or commercial maintenance agreements. When needed, the Contractor shall complete the needed VA processes to submit tools for VA TRM review for inclusion in the Model. The Contractor shall provide the breakdown of the Monthly Software License Usage Report as part of the Contractor’s Progress, Status and Management Report in a quarterly base.
The Contractor shall model the automation of the data extraction of data sets from VA’s eMASS system and other data sources as applicable to augment the Contractor’s manual eMASS data extraction other data sources as applicable needed for ISRM dashboards. The Contractor shall develop RPA Source Code for the automate the conversion of extracted data to a format suitable for Power BI using a process flow similar to the following.
