USAID Draft RFP: Comprehensive Technical Assistance for Health Supply Chain and Pharmaceutical Management

The Comprehensive Technical Assistance for Health Supply Chain and Pharmaceutical Management (Comprehensive TA) award is a mechanism within the Next Generation Global Health Supply Chain Suite of Programs. The purpose of Comprehensive TA is to strengthen systems and provide operational support to ensure sustainable access to and appropriate use of safe, effective, quality-assured, affordable health commodities.  Comprehensive TA will work to develop the capacity of local systems, institutions, and individuals to sustainably manage supply chains, for both USAID-procured health commodities and those procured through other donor and national/local systems, and to strengthen local pharmaceutical management systems, including quality pharmaceutical services and national regulatory systems. This will include support for governments to shift from supply chain operators and pharmaceutical service providers to stewards for commodity and service availability and security, with heavier reliance on the private sector to provide operational support.

The United States Agency for International Development (USAID) is seeking proposals to provide Comprehensive Technical Assistance for Health Supply Chain and Pharmaceutical Management for USAID’s Office of Global Health as described in the attached Request for Proposals (RFP). USAID anticipates the award of six 10-year Indefinite Delivery, Indefinite Quantity Contracts (IDIQs).

USAID anticipates two of the IDIQs contracts will be awarded to small business concerns in accordance with FAR 19.503. The NAICS code for this procurement is 541611. Task orders may be set aside for small businesses in accordance with Section F Ordering procedures. The authorized geographic code for this IDIQ is 935.

USAID anticipates that the maximum aggregate ordering limitation for contracts resulting from this RFP will be $2,200,000,000.00 over the eight-year ordering period. The maximum aggregate dollar value of orders awarded to all Contractors cannot exceed this contract ceiling. This ceiling is not being subdivided among the number of awardees, nor is it being multiplied by the number of awardees. There is no guarantee as to the number or value of orders that the successful Contractors will receive or the amount of money beyond the minimum order guarantee set forth in the RFP.

Subject Matter Expert –Monitoring, Evaluation, and Learning (MEL) – Includes technical specialists with professional experience in the MEL field including but not limited to:

  • Monitoring, Evaluation and Learning Specialist: Includes experience with causal model development, monitoring, assessments, data collection and management, evaluation of interventions using a variety of methodologies, and learning in developing countries

  • Outreach and Communications Specialist: Includes experience in public outreach knowledge sharing, communications strategy, advocacy, media engagement, and effective utilization of social media.
  • Research Specialist: Includes expertise with implementation research studying and evaluating systemic aspects of country pharmaceutical systems, including supply chains, and analyzing the impact of interventions on the overall healthcare system.
  • Technical Writer / Editor: Includes professionals with expertise writing and editing technical documents, progress reports, and other program materials.

011 – Subject Matter Expert – Information Systems – Includes technical specialists with professional experience in the Information Systems field, including but not limited to:

  • PMIS/HMIS Specialist: Professional with expertise strengthening interoperable in-country pharmaceutical and health information management systems for collecting, analyzing, and using commodity and related patient data, including within regulatory, pharmacy, hospital, and health insurance arena.
  • Information systems, Data Management, and Analytics Specialist: Professional with technical expertise in information system management, data analytics, and interoperability including supporting governments and other entities to develop and roll-out interoperable information systems that allow utilization of patient and product data for informed decision making that improves supply chain and pharmaceutical management.
  • LMIS Specialist: Includes professionals with experience in the design, implementation, use of Logistics Management Information Systems to improve data flow, interoperability, and use for effective commodity management.

012 – Subject Matter Expert – Governance & Financing – Includes technical specialists with professional experience with governance and financing for health commodities, including but not limited to:

  • Governance, Leadership, and Policy Development Specialist: Includes expertise building the capacity, transparency, and accountability of country government bodies (at the federal, state and local level) in managing supply chain, regulatory, pharmacy, and other pharmaceutical systems and supporting the development and implementation of related policies and enabling environment reforms.
