NIH RFQ: Software Licenses for a Web-Based Data Science and Bioinformatics Learning Platform

“1.0 BACKGROUND

The National Cancer Institute (NCI), Center for Cancer Research (CCR) consists of over 250 laboratories conducting basic, clinical, and translational cancer research. Biomedical research relies increasingly on new molecular technologies capable of generating high-dimensional, complexed data. Thus, CCR researchers and trainees require basic and advanced training in data science and bioinformatics to learn how to effectively analyze multiomics data, allowing them to meaningfully interpret disease initiation and progression and identify effective therapies.

The Bioinformatics Training and Education Program (BTEP) was established to meet this ongoing training requirement. CCR researchers and trainees require access to a web-based, online learning platform with modules that the address topics including the basics of data science, bioinformatics, and data analysis. This platform must accommodate novice and advanced biologist learners in data science and its associated applications. This platform must also provide well-designed modules that can seamlessly progress learners from beginning/introductory classes to intermediate and then advanced courses within each learning module…”

“3.0 SCOPE

The Contractor shall furnish one hundred and thirty (130) software licenses for a web-based, remote learning platform operated by the Contractor.

The Contractor shall also maintain the software platform through regular updates and software maintenance…”

“5.0 PERIOD OF PERFORMANCE

The Period of Performance shall consist of one (1) 12-month base period and two (2) option periods of 12-months each.

The anticipated period of performance is:

Base Period: 09/16/2021 – 09/15/2022
Option Period 1: 09/16/2022 – 09/15/2023
Option Period 2: 09/16/2023 – 09/15/2024…”

“4.0 SALIENT CHARACTERISTICS & PERSONNEL REQUIREMENTS

The following salient characteristics are applicable to this requirement:

4.1 LEARNING PLATFORM

4.1.1 Must be web-based and hosted by the Contractor, allowing for online remote-learning

4.1.2 Must allow end-users to launch the platform independently and individually on an as needed basis after license activation.

4.1.3 Must be compatible with the most recent versions of Mozilla Firefox, Google Chrome, and Microsoft Edge…”

“4.2 COURSE OFFERINGS AND CONTENT

4.2.1 Must include course content offerings which focus on programming languages and applications that are frequently used in the biomedical science and technology fields, (e.g. Python and R.)

4.2.2 Course content must address scientific applications including – but not limited to – programming languages and modules frequently deployed for data analysis in the biomedical research.

4.2.3 The web-based platform shall offer beginner, intermediate and advanced courses in subject areas including – but not limited to – the following:

  • 2.3.1 Python
  • 2.3.2 Unix/shell
  • 2.3.3 Statistics
  • 2.3.4 Git
  • 2.3.5 R
  • 2.3.6 SQL
