“OCS’ overall objective is to partner with a Contractor capable to support Training and Technical Assistance (TTA) needs for OCS Recipients and Sub-Recipients by:
- Supporting Recipient program implementation activities,
- Providing consistent information to Recipients regarding program policies and procedures,
- Providing direct training and technical assistance to Recipients implementing OCS programs; and,
- providing program support to directly to OCS staff personnel.”

“Background-
The Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Community Services (OCS) is responsible for administering six complex block and discretionary programs that have an annual appropriation of approximately 6 billion dollars in grants for 50 states, five territories, 218 Indian Tribes, and numerous other entities. These funds are used to provide services and promote economic self-sufficiency for low-income individuals, families, and communities in every county of the United States. OCS’ mission-critical functions include all aspects of grant administration and financial management and oversight.
OCS is responsible for administrating the following blocks and discretionary programs:
- Community Services Block Grant Act:
- Community Services Block Grant (CSBG) Program (CFDA 93.569).
- Community Economic Development (CED) Program (CDFA 93.570).
- Rural Community Development (RCD) Program (CDFA 93.570).
- Low Income Home Energy Assistance Program (LIHEAP) (CFDA 93.568).
- Low Income Household Water Assistance Program (LIHWAP).
- Social Services Block Grant (SSBG) (CFDA 93.667)
