“Market research was conducted as of the Analysis of Alternatives (AoA) on August 3, 2021. The program office with the support of the Contracting Office reviewed GSA MAS InformationTechnology – IT Services, Information Technology Professional Services: IT Professional Services and/or labor categories for database planning and design; systems analysis, integration, and design; programming, conversion and implementation support; network services, data/records management, and testing using NAICS: 541519. Based on the research, several eligible businesses were found and can meet the program office’s requirements. However, it was determined none of the commercially available vendors can reasonably meet the date to avoid service disruption onSeptember 16, 2021. Therefore, based on this market research, awarding this contract action to the current incumbent vendor at this time is the most advantageous method of fulfilling the government’s need, with regards to price, efficiency, past performance, timeline requirements and experience.”
