The purpose of this requirement is to obtain services and deliverables that support training and consultation in general and advanced data science topics that will ensure the upskilling necessary to achieve NCIPC’s Data Science Strategy. Involved parties include primarily the Data Science Team for advanced training and consultation and NCIPC staff scientists for general data science training. Period of performance will be 12 months and place of performance will be fully virtual.
The contractor shall provide general and advanced data science training and consultation.
The contractor shall provide expert advice and consultation based upon actual work experience managing, wrangling, and analyzing novel and traditional data sources. The contractor must be current and able to use the latest data science approaches and possess excellent programming (e.g., R, python) skills.
The contractor shall provide excellent understanding of the data lifecycle (collection, processing, analysis, etc.) and familiarity with modern data organization and information system technologies. Good communication skills are required to be able to communicate across a multi-disciplinary group of stakeholders. Services shall be provided with an analytic mindset with attention to reviewing processes, problem-solving skills, and excellent communication and collaboration skills.
The contractor shall provide excellent training services that include being able to set-up the virtual classroom via Zoom or Microsoft Teams video-conferencing platform at a minimum of fifteen minutes before the training start time to prepare the classroom environment and shall be available in the virtual classroom during the entire period of instruction, except for scheduled meal/break periods. The Contractor shall clearly answer students’ questions during the course instruction. The Contractor shall adhere and be compliant with HHS’ civil rights, equal opportunity for persons with disabilities, sexual harassment, internet security, and physical security policies.
