VA RFQ: Employee Education System (EES) On-Air Broadcast Traffic System

“The Department of Veterans Affairs, Program Contracting Activity Central, Saint Louis, MO intends to solicit quotes from contractors to provide a broadcast on air traffic system with incidental services to include implementation, training and annual support for four years…”

“The Employee Education System (EES) Broadcast and Video Division in St. Louis, MO operates and maintains the VA Knowledge Network (VAKN). The VAKN consists of two video channels: VAOne and Veterans News Network (VNN).”

“The VAKN uses a broadcast on-air traffic system to schedule all program content playback on both VAKN channels. The current broadcast on-air traffic system is a Myers ProTrack system. The ProTrack system is at end of life and needs to be upgraded…”

“Scope: The broadcast on air traffic system shall be BroadView Software Traffic System or equal and shall include but not be limited to the following requirements:

  • The Contractor shall deliver a complete turnkey broadcast on air traffic system, BroadView Software Traffic System or equal. This shall include all broadcast on air traffic system hardware, software, remote and onsite integration, configuration, testing and operational and administrative training.
  • The Contractor shall deliver a broadcast on air traffic system BroadView Software Traffic System or equal that shall fully integrate with the media asset management (MAM) system. Currently Dalet Galaxy MAM.
  • The Contractor shall deliver a broadcast on air traffic system BroadView Software Traffic System or equal that shall fully integrate with the automation system. Currently BitCentral automation system.
  • The Contractor shall deliver a broadcast on air traffic system, BroadView Software Traffic System or equal that shall be fully Broadcast Exchange Format (BXF) compliant.
  • The Contractor shall deliver a broadcast on air traffic system, BroadView Software Traffic System or equal that can have the ability to operate in a Cloud and/or Virtual Machine (VM) environment. That is also compliant with OI&T Cloud and VM regulations.
  • The Contractor shall deliver a broadcast on air traffic system, BroadView Software Traffic System or equal that can generate full detailed reports on all program and interstitial activities for analytical management.
  • The Contractor shall deliver a broadcast on air traffic system, BroadView Software Traffic System or equal that can manage multiple on-air channels.
  • The Contractor shall deliver a broadcast on air traffic system, BroadView Software Traffic System or equal that can integrate with third party systems on an Application Programming Interface (API) level. Presently the third-party systems are ScheduAll and Dalet.
  • The Contractor shall deliver a database for the broadcast on air traffic system, BroadView Software Traffic System or equal (e.g. SQL). The database shall be backed up daily (e.g. Commvault, Cloud) …”

“The solicitation will be issued as a set-aside to service-disabled veteran owned small businesses (SDVOSB).”
