“The purpose of this Statement of Work (SOW) is to outline the tasks and responsibilities of the contractor in relation to the expertise to meet the needs of the VA Center for the Study of Healthcare Innovation, Implementation & Policy (CSHIIP) located within the VA Greater Los Angeles Healthcare System (VAGLAHS). CSHIIP conducts implementation, observational and intervention research on provider behavior, quality improvement, collaborative care models and assessments of organizational factors related to quality. CSHIIP projects conducted address a core set of strategic program areas including, but not limited to, vulnerable populations, primary care, women’s health, genetics, mental health and emergency management.”
“The services are specifically for the project entitled: “Enhancing Mental and Physical health of Women through Engagement and Retention (EMPOWER 2.0). To ensure continuity of services, this SOW includes an option to extend the contract for three additional years to accomplish the tasks and deliverables associated with this project.”
“Background
In Fiscal Year 20, VA Quality Enhancement Research Initiative (QUERI) funded this quality improvement project to expand access to virtual, evidence-based, preventive lifestyle and mental health services for women Veterans with high-priority health conditions in rural and urban-isolation areas. Our objectives are to:
- Support implementation of preventive lifestyle and mental health care for women Veterans across 20 VA facilities.
- Compare two different types of support for the sites to see which type results in improved outcomes such as access to care and return on investment.
- Generate implementation “playbooks” for program partners to serve as guidance for future implementation of a broader array of evidence-based women’s health programs and policies.”
“Scope
- The contractor shall work solely with the VA Greater Los Angeles Health Services Research and Development (HSR&D) CSHIIP leadership and staff on the tasks below.
- The contractor shall provide all resources necessary to accomplish the deliverables described in this SOW, except as may otherwise be specified.
- The Stages of Implementation Completion (SIC) is an assessment tool for the purpose of comparing progress and milestones toward successful implementation. SIC will allow for quantitative scoring of sites’ implementation progress, reflecting multiple components of overall implementation success.
- The tools developed in the tasks outlined below will be used by the VA team to track the implementation activities of approved VA study sites. All data entered by the VA team into the SIC website will be deidentified and will not contain VA sensitive data…”
