Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The purpose of this requirement is to provide the Office of the Assistant Secretary for Planning and Evaluation’s (ASPE) Office of Health Policy (HP) with the most up-to-date data and analytic support by building, maintaining and continuously updating databases, creating analytic models, and expanding capacity for analyses on the recent Public Health Emergency (COVID-19), Medicare, Medicaid, Children’s Health Insurance Program (CHIP), Marketplace, value-based purchasing, public health service programs, and insurance markets to inform the Department of Health and Human Services’ (HHS) internal discussions.
This contract will continue to build and expand ASPE/HP’s analytic capacity to respond to a variety of Secretarial, ASPE and HHS-wide (e.g., Centers for Medicare and Medicaid Services (CMS) etc.) requests for analytic support on a various COVID-19, Medicare, Medicaid, CHIP, Marketplace, value-based purchasing, public health service programs, and insurance market policy issues. Such support will provide continuous real-time capacity for ASPE to provide quick-turnaround analyses and long-term research projects informing the broader HHS charge. The tasks in this contract support ASPE’s strategic research agenda. These tasks require the most recent claims databases as well as other administrative databases available through the CMS and other sources. The contractor shall update and expand the analyses based on the most recent available data during the period of performance of the contract. The databases will be updated using the most recent available Medicare data including data and include the most recent data available (which may vary by state) for Medicaid during the period of performance of the contract. This requires the collection and analysis of the most updated data to refresh our modeling capacity and monitor impacts relative to baseline data and findings. The data sets, analyses, and models will require adjustments in order to be responsive to current and future Secretarial, ASPE, other HHS staff division or HHS operational division requests and priorities.
