“Today, I released the draft evaluation criteria for the TMIP J IDIQ in the TMIP-J folder in the Resources section. As a fair warning, please know the acquisition strategy for this contract is not final, and this evaluation criteria may change.”

“The following evaluation factors will be used to evaluate each proposal. Award will be made to the offeror proposing the combination most advantageous to the Government based upon an integrated assessment of the evaluation factors described below.
Factor 1: Technical
- Subfactor 1.1: Proposed Approach
- Subfactor 1.2: Prior Experience
- Subfactor 1.3: Challenge Scenario
Factor 2: Cost/Price
Factor 3: Small Business Participation
Relative Order of Importance Evaluation Factors
The relative order of importance for each Factor and subfactor is as follows:
- Technical is significantly more important than Cost/Price.
- Within the Technical Factor: Subfactor 1.1 is the most important technical subfactor. Subfactor 1.2 is more important than subfactor 1.3
- Factor 3 is the least important.
- Factor 1 is the most important evaluation factor.
- Factor 2 and Factor 3, when combined are less important than Factor 1. In accordance with FAR 15.304(e), technical is significantly more important than cost or price…”

JOMIS presents a virtual Industry Day for the upcoming Theater Medical Information Program-Joint (TMIP-J) and Operational Medicine Service Support for Training, Deployment, and User Adoption (UAT) acquisitions. The industry day will be Tuesday, June 8th, 2021, at 1:00 PM EDT.
The primary goal of this industry day is to give you all insight into the solicitation approach for TMIP-J and explain the intent and scope for the upcoming OpMed UAT acquisition.

“Thank you for the responses to this RFI. JOMIS is actively developing a solicitation for this requirement. But, before issuing the solicitation, JOMIS wants industry feedback on a few things. Over the next few weeks, I intend to release information related to the upcoming TMIP-J solicitation.
For this week, please look at the draft Statement of Objectives for this solicitation. The TMIP-J solicitation may allow vendors to design unique solutions for TMIP-J maintenance rather than proscribing the work in a performance work statement. Please review the statement of objectives and advise if you believe further clarifications are needed on expected outcomes or concerns about some of the work included in the document…”
“The purpose of this acquisition is to make the sustainment of TMIP J easier to maintain and to decrease maintenance costs of the legacy applications until all desired components are sunset.
The scope of this IDIQ includes the comprehensive suite of IT services and IT solutions to support the TMIP J software suite. Additional services performed under this IDIQ include but are not limited to Managed Services delivery, documentation, operations, deployment, cybersecurity, configuration management, training and exercise support, commercial off the shelf (COTS) product management and utilization, technology refresh, data and information services, information display services and business analysis and execution as tasked for the TMIP J program.
- This Statement of Objectives for the sustainment of TMIP J allows offerors to propose and price a solution to known requirements.
- It is possible that specific sustainment and sunsetting requirements and resulting objectives will change over the life of this contract. This will result in a contract modification to incorporate in-scope changes.”

The Defense Health Agency’s Program Executive Office (PEO) for Defense Healthcare Management Systems (DHMS), Joint Operational Medicine Information Systems (JOMIS) Program Management Office (PMO), is seeking industry feedback on providing managed services to sustain the Theater Medical Information Joint software suite.
TMIP- J sustainment will consist of software code maintenance; software code updates; software changes for improved performance; response to Operating System changes; elimination and management of cyber issues; and training and exercise support. The contractor must be able to work within a software environment that embraces agile methodologies and utilizes a DevSecOps framework. In addition to providing software code sustainment, the vendor will also be responsible for program management regarding the TMIP–J software which will be a managed services solution for the sustainment of the TMIP-J software. The Government will provide the program specific software that the contractor will be required to sustain.
TMIP J sustainment services would require the vendor to maintain the following legacy software:
- TMIP Composite Health Care System Cache (TC2) – Inpatient healthcare and ancillary services documentation and the interface for order entry/results retrieval with Deployed Tele-Radiology System.
- Medical Situational Awareness in Theater (MSAT) – Web-based application that aggregates information from multiple communities to provide decision support and a common operating picture. This software operates in a classified environment and appropriately credentialed personnel must be provided by the contractor
- Theater Medical Data Store (TMDS) – Web-based data repository/application used to view Service members’ medical treatment information recorded in the combat zone. TMDS views and tracks ill or injured patients as they move through theater levels of care, sustaining base medical treatment facilities, and includes Theater Blood Capability …
