At this time, after extensive review of market research, the Government has decided not to move forward with the subject requirement.  The Government will continue with its current solution while moving forward with leveraging internal resources to produce an in-house solution.

Geographic Information System (GIS) methods and practices have proven to play a significant factor in producing compelling information and visualization summaries of complex and vast amounts of data in ways meaningful to these decision makers.  To accomplish their goals, PSSG makes use of a variety of spatial data sets, ranging from the sample data supplied by Environmental Systems Research Institute (ESRI), to Government datasets (census data), to commercially licensed products, to data generated internally (care facilities and enrollee density).

The PSSG requires a GIS Planning Portal Application with the following characteristics:

Planning Portal Application:

  • The system shall be map centric, web-based and capable of being hosted in VA Enterprise Cloud (AWS).
  • The system shall be built on Commercial Off the Shelf software that has been approved by VA’s Technical Reference Model and is interoperable with Esri’s ArcGIS Enterprise software and services.
  • The system shall be capable of securing personally identifiable information data and completing the Authority and Authorization security authorization process resulting in an Authority to Operate.
  • The system shall provide different user roles.
  • The system shall use authoritative data that has been approved by the system owner.
  • The system shall display VA and non-VA geospatial data layers as identified by the system owner, including VHA and non-VHA healthcare facilities, drive time bands around VHA healthcare sites, VHA administrative boundaries, county level Veteran and enrollee population summaries and county level enrollee projections.
  • The system shall allow users to create, edit, and save scenarios by adding candidate primary care sites or decommissioning existing primary care sites within a user-selected area of interest (VHA Administrative boundary [VISN, Market, etc.] or geopolitical boundary [county, state])…
