“The proposed action for approval is a logical follow-on task order to Vistronix, LLC (Vistronix) issued under their National Institutes of Health Information Technology Acquisition and Assessment Center’s (NITAAC) Chief Information Officer – Solutions and Partners 3 (CIO-SP3) Government-Wide Acquisition Contract (GWAC) number HHSN316201200054W in accordance with Federal Acquisition Regulation (FAR) Subpart 16.505(b)(2)(i)(C). This eight-month, follow-on time and materials (T&M) task order will provide necessary continuation of the DNTP Toxicology Data Support services. This short-term sole source effort will enable NIEHS to continue to receive essential data management support services while also allowing for a managed transition from the current state (i.e., stand-alone requirement) to a more program-oriented requirements model. This transition represents a paradigm shift for DNTP and will be supported by a five-year, competitive Indefinite Delivery, Indefinite Quantity Contract (IDIQ). The result will yield a more comprehensive contract solution that better aligns with the more dynamic DNTP program posture and requirements. In this regard, the requirement/work statement in its current form (i.e., single, stand-alone NITAAC task order) is not indicative of the true requirement/end-state anticipated for the forthcoming IDIQ. Instead, this sole source requirement is merely a means to achieve continuity as the Institute executes the competitive IDIQ.”
“The current five-year NITAAC Vistronix task order (HHSN316201200054W / HHSN27300001) that was awarded competitively will expire on June 10, 2021. Its purpose is to provide DNTP with critical access to toxicology data support, such as the following:
- Data management
- Support for collection, use, analysis, and reporting of NTP toxicological studies data
- Presentation of toxicological studies data and maintenance for future inquiry
- Good Laboratory Practice (GLP) regulations compliance
The public web site supported by the current task order receives over 1,000 users (NTP scientists and general public) each weekday.”
“The proposed NITAAC short-term task order for these same services will ensure DNTP’s continuity of operations between the current order’s performance end date (June 10, 2021) and the new, competitively awarded IDIQ, estimated to be awarded in February 2022. The total estimated dollar value of this follow-on task order is $5,012,025 with an eight-month period of performance from June 11, 2021 – February 10, 2022.”
