VA to Award VISN 1, 2, 4, 5 Data Innovations BPA

“Veterans Affairs Network Contracting Office 5 (NCO 5) intends to negotiate on a sole source basis with Data Innovations, Inc (DUNS: 964900463) for a BPA under their GSA contract # GS-35F-389DA.”

“The purpose for this BPA is to provide an efficient procurement vehicle for upgrading existing middleware for interfacing clinical laboratory systems (Data Innovations) for medical centers within Veterans Integrated Service Networks (VISNs) 1, 2, 4 and 5.  The BPA will be a base and 4 options. The Data Innovations systems interface with VistA/ Computerized Patient Record System (CPRS) for the ordering and subsequent reporting of patient lab data.  This system is a communication hub that monitors, and routes messages based on user-specified criteria.  VISNs 1, 2, 4 and 5 are requesting a Blanket Purchase Agreement (BPA) for middleware system hardware and software to upgrade current systems at multiple locations throughout each VISN.”

“The NAICS code for this contract action is 511210, Software Publishers (SBA Size Standard: $38.5 million annual revenue). The Product Service Code for this action is 7A20, ADP Software. The required software upgrade is unique to the facilities’ existing software deployment for management of lab instrumentation. The upgrade can only be comprised of Data Innovations brand Instrument Manager licenses and updates, due to proprietary software code.”

“The Department of Veterans Affairs believes that awarding the proposed contract to another source would result in unacceptable delays in meeting this legal obligation, as well as substantial additional costs to the government, as the new source gradually developed the skills needed to meet Department of Veterans Affairs’ requirements…”
