USAID RFI: Strategic Risk Management (SRM) award under the Next Generation Global Health Supply Chain Suite of Programs (NextGen)/Worldwide

“Purpose – The Strategic Risk Management (SRM) procurement is part of the Next Generation Global Health Supply Chain Suite of Programs (NextGen). The purpose of the SRM procurement is to provide strategic risk management advice on NextGen operations.

Scope – There are two types of risks that the Tier 3 risk analytics procurement will analyze, evaluate, predict, recommend proactive strategies to address, inform senior level/Agency long-term decision-making about, anticipate related future risks, develop plan of action scenarios, etc. The two types are: Hard Risks and Soft Risks. The two are often symbiotic and frequently one amplifies the other. Thus, a ripple effect perspective in reviewing both hard and soft risks is recommended. The SRM Award could provide ripple effect analytics, with solutions development.

“The Next Generation Global Health Supply Chain Suite of Programs (NextGen) will provide a range of quality-assured essential health commodities through robust global and local supply chains and strengthen in-country supply chain and pharmaceutical management systems to support the highest possible level of health. The NextGen Strategic Risk Management (SRM) award will be responsible for providing strategic risk management advice on NextGen operations …”

“The prime risk management objective of the NextGen architecture is to create a more effective, responsive and resilient supply chain architecture to better serve patients and strengthen USAID’s global health supply chain in execution of this mission. To do this, the NextGen architecture seeks to advance the maturity of the GH supply chain from Stage 1 — a reactive “fire-fighting” supply chain to Stage 3 — a highly strategic, proactive and predictive supply chain, one in which the managers not only know what’s happening but can also anticipate and predict both hard and soft risks, i.e. a supply chain that is truly resilient and highly adaptive and agile. (We define the terms “hard” and “soft” risks later in this paper.)

Achieving this prime objective requires moving NextGen “up” on two essential maturity curves: 1) The overall supply chain maturity-level curve, and 2) The supply chain risk management (SRM) maturity-level curve. We have combined the two maturity curves to fit USAID NextGen – to create the NextGen Resilient Supply Chain. Resiliency is the hallmark of a more operationally and strategically mature supply chain. Resiliency encompasses risk as well as operational excellence at all levels, together with strategic vision and managerial excellence, all supported by the appropriate tools and analytics…”
