“OHR anticipates the range of tasks under this contract to focus on three core areas: (1) eminence in the relative suitability of learning management solutions which can support large, complex federal government organizations, where each organizational component has a distinct mission and is therefore characterized by a distinctive learning architecture, (2) framework for cloud-based commercial off the shelf (COTS) solution implementation and integration, and (3) project planning and coordination. The success of the project will require effective planning, ongoing project management, effective service promotion, extensive substantive and technical knowledge and skills, and close coordination between OHR and the contractor.”
“OHR seeks optimal solutions for providing a full range of resource support with the goal of implementing a (hybrid) cloud-based learning management solution across multiple lines of business with distinct mission goals and learning requirements, while enabling OPM reporting requirements. OHR is looking for innovative and cost-effective approaches to providing resource support services in the areas indicated in the RFI. OHR is seeking solutions that reflect an understanding of current assumptions and methods, consider new, innovative, and creative approaches, build on existing successes, and employ reasonable strategies to implement those approaches. Approaches should reflect emerging market dynamics in the evolution of learning management offerings, with a focus on products and services that promote employee engagement in ongoing learning by supporting professional development and required training.”
