Protest forces VA to award second ITSC Bridge contract in light of COVID-19, new Administration

The proposed action is for a Firm-Fixed Price (FFP) Modification to Contract Number HHSN316201200067W, Task Order (TO) 36C10B20F0247 with Longview International Technology Solutions (LTS), Inc. to continue communication support for the Department of Veterans Affairs (VA), Office of Information Technology (OlT), Information Technology Strategic Communications (ITSC) program.

The COVID-19 crisis has caused an increase in the operational tempo of the ITSC program and this tempo is expected to remain at a high level throughout 2021. Additionally, the change in Presidential Administration will generate a turnover of political appointees, including the Assistant Secretary for IT and Chief Information Officer (CIO), resulting in increased communication needs between VA and OIT leadership as new appointees come into office. The Contractor shall continue to provide communication support to ITSC which is responsible for engagement with employees, business partners, oversight bodies, and media, and is accountable for the delivery of all products associated with that engagement on a daily, weekly, monthly, and even ad hoc basis. This engagement includes synchronized, accurate, and consistent messaging and communications support across the above-mentioned audiences and channels. The Contractor is responsible for assisting ITSC in reaching and communicating with over 9 million Veterans receiving care and benefits, over 1200 Veterans Health Administration (VHA) staff at healthcare facilities across the United States, multiple oversight bodies and Federal Government partners, and approximately 16,000 OIT staff…

The original TO was awarded to LTS as a result of a FFP competitive action under the CIO-SP3 contract vehicle, which expired on August 1, 2020. VA awarded a bridge contract to LTS on July 22, 2020. VA is in the process of soliciting a long-term competitive contract for the ITSC support services. VA posted the solicitation on Contracting Opportunities/beta.sam on December 15, 2020 as a Service-Disabled, Veteran-Owned Small Business set-aside, with proposals submitted to VA on January 8, 2021. On January 8, 2021, VA received a Solicitation Protest; a vendor that submitted a proposal in response to the ITSC solicitation filed the protest with the Government Accountability Office (GAO) on January 7, 2021.

The proposed action is for continued ITSC support services which provides resources necessary to develop and implement a variety of IT related communication strategies to a multitude of Federal and community organizations…

These services are needed to ensure there is consistent and coherent messaging across all VA stakeholders during the COVID-19 pandemic. The COVID-19 crisis has caused an increase in the operational tempo of the ITSC program and this tempo is expected to remain at a high level into the first quarter of FY 2021.
