NORC seeking VP or Director of Health Research, CMS

“NORC at the University of Chicago, an independent research organization with 80 years of leadership and experience in data collection, program evaluation, data analysis, and information dissemination, seeks a Vice President (VP) or Director to join its Health Research Departments leadership team. This is a strategic role that will further develop a world-class health care research function at one of the nation’s most respected research institutions, significantly impacting NORC’s success and service to our clients.” 

“The new Health VP/Director will assume a strong portfolio of funded work already underway for the Centers for Medicare & Medicaid Services (CMS), state-level Medicaid offices, Veterans Administration, Department of Defense, foundations, associations, and commercial entities. The work of the department is focused on a solid foundation of scientific and methodological excellence and research that includes scalable mixed methods data collection and multi-faceted data analysis…” 

RESPONSIBILITIES: 

  • Collaborate with the Senior Vice President and other Vice Presidents to develop and implement a strategy to strengthen and grow the department’s portfolio of work in program evaluation projects for federal health clients. 
  • Foster an environment that promotes professional growth of Health Care staff. 
  • Support a cohesive, team-oriented culture across a geographically dispersed staff and promote communication and integration among all members. 
  • Lead business development efforts and maintain client relationships with the federal government clients (particularly CMS, VA, and DOD), foundations, associations, and commercial clients 
  • Develop and maintain key partnerships with other research organizations and research leaders that will support and advance the success of the Health Care Department…” 

“REQUIRED SKILLS: 

  • An advanced degree in health services research, sociology, social psychology, economics, health economics, public policy, public health, or other related field 
  • At least 9 years’ experience in positions of increasing responsibility in health care policy development, Medicaid policy analysis or policy development, or health care policy research and analysis, including quantitative and qualitative policy research or related field (or equivalent education) including at least 3 years of project management. 
  • Knowledge of Medicaid, including delivery system reform, provider payment, access to care, and beneficiary experience. 
  • Experience working for the federal or state government or a federal or state contractor, with work focusing on the Medicaid program, including knowledge of financing, program operational framework, and health care delivery models…”
