CDC to award bridge additional contract for Financial Management Consulting and Tool Support Services to Deloitte

The Centers for Disease Control and Prevention intends to award a short term (60-day) sole source Labor Hour purchase order to Deloitte Consulting, Llp for Financial Management Consultant Services. This vendor previously provided development, guidance and support for various financial management tools, including the Spend Plan Management Tool, Representative Costing Tool, and others. Deliverables include spend plan tool updates/enhancements, change management and transition plan, and training delivery; expansion and support of the Representative Costing Tool across the Center, and training materials/job guides. The program has an urgent need for the vendor to provide gap support for 2-3 months to assist staff in the transition of fiscal FY 21 financial management support until the new mechanism has been awarded. Since the current vendor already has an existing relationship and knowledge of the program financial management needs, they can better assist with training the staff to transition from previous fiscal year to the next.

To bring in another vendor for such a short span of time would take them longer to develop system that previous vendor has already established.”

Scope of Work: The contractor shall independently provide support to NCIPC/OD with planning, implementation, process improvement and system enhancement related to management and oversight of programs and operations.

Task 1: Business Process Reengineering: The Contractor shall assist in the analysis and enhancement of organizational processes and systems to improve the effectiveness of both organizational strategy and operations. The Contractor shall support Management Official function at the Center Office of the Director level as well as the Division levels. The Contractor shall design and automate processes, and build analytics not only related to the Centers’ business services but also to the scientific and programmatic functions. The Contractor shall scale business process reengineering processes, tools, and resources for NCIPC/OD. For this task, the Contractor shall complete the following establish a Business Process Reengineering plan by:

  • SPMT – Facilitate change management to promote and achieve adoption of the current developed tools
  • Representative Costing Tool – Implement the RCT and transition to NCIPC for ongoing maintenance
  • Grants Drawdown Dashboard – Continue to gather requirements, develop, deploy, and train users on the Grants dashboard
  • SMPT Transition – Provide users with guidance documents transition ownership and administration to NCIPC staff. Exit project with Center-wide adoption and authority…
