VA RFI: Identity and Access Management Support (IAMS) – New Requirement

The Contractor shall provide IAM services to include attending and administratively supporting IAM related meetings and creating meeting minutes, technical analysis such as reviewing and commenting on federal and departmental IAM related Special Publications (SP), Presidential Directives (PD), memos, handbooks, etc. Support shall also include assessing, managing and tracking program risks as indicated in NIST SP 800-53 (r #), assessing OMB and other Federal mandates, and analyzing the NIST IAM and Cybersecurity Frameworks.

The Contractor shall perform IAM security-related strategic planning to include supporting the VA electronic health record management effort (EHRM), supporting enterprise IAM technical modernization, providing cloud services support, providing operational advice and expertise on securing enterprise systems, and supporting the implementation of new Federal Personal Individual Verification (PIV) cards.

The Contractor shall provide communication to include creating and distributing monthly IAM and cybersecurity related newsletters/posters/other artifacts, creating PowerPoint slides and organizational charts, and providing training such as designing and creating the content for IAM related videos at the VA video studio in Washington DC and Shepherdstown, WV.

The Contractor shall provide weekly summation publications of internal and external meeting activities and discussions affecting VA’s IAM security efforts. The Contractor shall support IAM integration and implementation by identifying and analyzing IAM program security deficiencies, tracking VA application integration activities, and monitoring application integration service request submissions and approvals through the governance process. The Contractor shall coordinate the uploading of all IAM documentation into the OIS Knowledge Service portal.

The Contractor shall provide technical analysis of new security policies and technologies, and training of how these new policies and technologies are implemented and affect personnel.
