VA RFI: Doctor Link HealtheVet Technical Support

The technical support services require access to the technical expertise of Doctor Link, formerly known as Expert 24, to assist with upgrades to software and database schema syncing databases for the daily sustainment of the Healthy Living Assessment (HLA) platform. The contractor shall provide telephone support 24 hours a day, 7 days a week for resolution of severity 1 production problems related to the Doctor Link products. The Contractor shall also provide third level support in the event that the VA experiences a production issue with the HLA product that is directly related to the Doctor Link products. The period of performance for this effort will be 12 months from the date of award, with two (2) 12-month option periods. This Healthe Living Assessment action is a brand name requirement.

The contractor shall provide technical support to VA and VA contractor personnel managing and maintaining the Doctor Link software and toolkit in development and test environments used to host the Doctor Link software and HLA (referenced in the Operational Acceptance Plan (OAP)). The Expert toolkit includes WebBuilder, VirtualExpert, & AssetBuilder The Contractor shall support the management and My HealtheVet Doctor Link Technical Support maintenance of the Expert Builder Toolkit as adopted by the NCP. This support shall include:

  • Ensuring that the the database that Doctor Link and HLA use has the correct content and schema where the new clinical changes/updates should be compatible. Help to make sure that any resulting updates are applied to the Production, Integration A (IntA), Integration B (IntB), Test, and baseline development schemas and data.
  • Ensuring that the HLA Doctor Link database is cleansed of tables, stored procedures and other db-related entities which are not used either directly or indirectly from the HLA framework. This excess data may be the remnants of legacy functionality, improper past schema updates, and testing frameworks for example.

The contractor shall provide technical support to VA and VA contractor personnel that support the HLA product. This technical support shall include technical information concerning the proper interfacing and operation of applications with Doctor Link. The technical support shall include issues such as:

  • The explanation to the VA the creation, use, and storage of Doctor Link MemberIDs in the Doctor Link database framework.
  • Ensuring that VA has the latest Doctor Link WebBuilder, VirtualExpert, AssetBuilder, and other Doctor Link functionalities pertaining to HLA support.
  • Ensuring the latest Visio file reflecting the latest clinical changes updates is delivered and installed.
  • Determine why HLA Mock users and users with new accounts entering HLA from MHV for the first time have no ‘Death’ risk age data.
  • Fix the broken links in the Summary and Full report pages that have this content saved in the Doctor Link database…
