“Responsibilities
- Advises senior program staff in designing and developing program plans and strategies, including funding plans, resource allocation plans, etc.
- Develops, recommends and establishes short-and long-term plans for conducting continuing analysis of OTA activities.
- Executes Other Transaction Agreements on behalf of the Government.
- Develops NCATS policies, guidelines and standard operating procedures for internal staff, NCATS extramural staff and outside entities to assure compliance with sound business management and fiscal administration policies.
- Represents the NCATS at conferences and meetings with universities, nonprofit organizations, and industry concerning OTAs involving other Federal agency, NIH, and NCATS policies.
- Functions as the expert during negotiations which can be complex and have high priority and visibility within NCATS.
- Coordinates with scientific divisions, legal counsel, audit and other activities, and coordinate with the NHLBI communications office on press releases.”
