The purpose of this RFI is to gather information on best practices and cost estimates for the ESPG, QPR of the Office of Information and Technology, VA. ESPG is interested in information gathering on how an interested contractor could provide support for IT Strategic Planning, the Strategic Planning Ecosystem, the IRM Strategic Plan, the IT Enterprise Roadmap, the Annual Integrated Planning Guidance (AIPG), planning, and facilitation of quarterly Senior Executive Service (SES) IT Strategic Planning Offsites. There may be organizational conflict of interest issues with the tasks stated herein.
The primary task of Strategic Planning Support consists of the development, deployment, maintenance, and governance of the strategic planning process, the OIT Strategic Planning Ecosystem, IT Enterprise Roadmap, Annual Integrated Planning Guidance (AIPG), and organizing quarterly events for the OIT SES Strategic Planning Offsites. This task includes developing and writing the IT IRM Strategic Plan (an Office of Management and Budget (OMB) Deliverable), developing and writing the AIPG and the VA IT Enterprise Roadmap. The IT Strategic Planning Process is the Planning phase of the larger PPBE framework and is an annual and iterative process. The IT Strategic Planning office coordinates, on behalf of the Chief Information Officer (CIO), Primary Deputy Assistant Secretary and Chief of Staff, the IT Strategic Plans and aligns the plan with the VA agency goals, the Capital planning and investment control process, and all other administration planning efforts and documents, to create a single view of the technology landscape, creates IT goals and objectives, and sets the tone for the entire IT Enterprise to develop towards the future of VA OIT.
The estimated level of effort is approximately five contract support personnel consisting of Project Managers, Program Analysts, Technical Writer, and Program Support Analyst.
Specific requirements are to:
- Develop, update, and maintain the IT Resource Management Plan (also known as the IT Information Resource Management (IRM) Strategic Plan.
- Develop, update, and maintain environmental scans, the scanning process, and deliver the analysis in the format of a Strengths, Weaknesses, Opportunities, and Threats (SWOT) matrix.
