The scope of the program assessment is to evaluate FDA’s safety program to ensure that it is operating as intended, is effective in controlling identified hazards, is making progress toward maintaining safety and health goals and objectives, and promotes a positive culture and behaviors that enable collaboration among the various organizations with roles and responsibilities in this area (for example, FDA leadership, FDA safety professionals, FDA staff in laboratory and non-laboratory settings). This includes laboratory safety, environmental, occupational health care, ergonomics program, AED program, non-laboratory personal safety, and, facilities management.
The Offeror shall:
- Verify that the key processes are in place and operating as intended:
- Proper engineering controls are in place to reduce work-related hazards
- Proper administrative controls are in place to minimize exposure to workplace hazards
- Proper workplace practices are in place to reduce the duration, frequency, or intensity of exposure to a hazard
- Proper Personal Protective Equipment (PPE) is available and being utilized to keep workers safe while performing their jobs
- Verify that FDA’s approach to safety oversight meets all relevant Federal, State, local and FDA regulatory standards, policies, and other requirements, as well as determine if differing approaches should be considered.
- Ensure that the safety culture at FDA enables collaboration and supports the Agency’s goals of a safe workplace (across FDA leadership, FDA safety professionals, FDA staff in laboratory and non-laboratory settings).
- Understand overall safety governance and related management practices
- Confirm that roles and responsibilities of various organizations involved in safety operations are clarified and that no unintended duplication, overlap, and fragmentation exists within the safety program.
- Identify recommendations that highlight best practices and close gaps in safety cultures, behaviors, collaboration, and communication.
- Provide strategic recommendations to ensure sustainable operational efficiencies, appropriate oversight, continued compliance, and enhanced collaboration and communication of safety as a priority, including communication of optimal safety behaviors.
- Review the process for and results of any compliance audits to confirm that any program shortcomings are being identified.
