“This notification is to all Offerors who submitted a response to this Request for Proposal. As the Government is still evaluating the case studies for Technical Factor 1 and dealing with end of the Government Fiscal Year workload, the schedule has been extended. Accordingly, the Government expects to issue advisory letters around early to mid-October with Demos starting around mid-October.”

The final CEDAR Request for Proposal (RFP) has been released and includes five attachments 001 through 005 outlined in Section D.1 through D.5 of the RFP.
Questions were received from the Draft RFP release which was posted on March 2, 2020 and closed on March 11, 2020 and the answers to those questions are also posted.

CEDAR RFP Update: We are working on responses to the questions submitted and updates to the evaluation strategy taking into consideration COVID-19. Therefore, the Government is planning on having the RFP finalized and released by end of the month.

The CEDAR Indefinite Delivery Indefinite Quantity (IDIQ) acquisition will be a VA-wide vehicle providing VA offices and components with commercial, streamlined agile delivery services and teams.
CEDAR will support VA’s modernization initiatives by ensuring VA has streamlined access to the modern commercial services required to deliver excellent products to VA’s internal and external users. Successfully delivering such products often requires VA obtain commercial agile delivery services supported by teams with capabilities in user-centered design, user research, product management, agile application development, API development, automated testing, cloud infrastructure design and management, continuous integration / continuous delivery, and/or DevOps.
The objective of this effort is to provide VA with a streamlined enterprise-wide method to obtain such agile product design and delivery services. Specifically, CEDAR will meet the following goals:
Establish a streamlined and common contracting vehicle that will provide VA access to vendors specializing in agile design and delivery services including user-centered design, user research, product management, agile software development, Application Program Interface (API) development, automated testing, cloud infrastructure design and management, continuous integration/continuous delivery, and DevOps.
Allow for agile delivery services to be delivered in a rapid-cycle fashion, in accordance with industry best practices.

The Government will be holding at least three events over the next 6 weeks to engage and provide information to industry. The first will be an Industry Engagement and Information Session at the W Hotel in San Francisco, CA on 11/20/19 from 1230PM PST to 130PM PST. The second event will be a series of roundtable and networking tables at the National Veterans Small Business Engagement (NVSBE) 2019 in Nashville, TN from December 9, 2019 to December 11, 2019. The third event will be a matching-making event in the Washington, D.C. metro area in mid-December. Plans are still being finalized and the Government will provide details ASAP.
The tentative schedule for this effort will start with a draft solicitation to be released in mid-January 2020, with the formal RFP release by the end of January 2020. This RFP will lead to the award of a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract for agile, DevOps, User Centered Design, and other modern software development methodologies in support of VA s on-going transformation efforts and VA s digital modernization strategy. The Department of Veterans Affairs is continuing with the award of a multiple award vehicle for procuring agile delivery and DevOps services previously known as the Digital Service BPA. The effort will still be multiple award, however, it will no longer be a Blanket Purchase Agreement, and it s the Government s intention to solicit on the open market as a Service Disabled Veteran-Owned Small Business (SDVOSB) set aside for the award of an Indefinite Delivery Indefinite Quantity (IDIQ) Task Order Contract. The timeline is still tentative, but currently the solicitation is planned to be released towards the end of Fiscal Year 2019, with evaluations taking place in the early Fall 2019, with awards scheduled to be made prior to January 1, 2020.
