VA releases J&A for 5-year Sustainment of RTLS Handheld Software Solution task to Liberty IT

The Contractor operates, repairs, and maintains systems, applications, and Information Technology environments in support of RTLS applications and system components. Specifically, project management activities, preventive maintenance activities, corrective maintenance activities, and documentation of standard operating procedures are provided. This includes applying patches and upgrades and verifying the function and stability of upgrades in all environments prior to advancing to operational deployment into the production environment. The proposed action is to provide sustainment support for VISN 1 RTLS server components that were recently relocated to the AITC NDC from the Secaucus NJ Regional Data Center and are scheduled to go-live on August 6, 2020, with sustainment support at the AITC needed to begin on September 15, 2020.

The proposed source for this action is Liberty, 2303 Dulles Station Blvd, Suite 210, Herndon, Virginia 20171. Liberty was awarded the current TO on December 28, 2018 on a competitive basis under Service-Disabled Veteran-Owned Small Business (SDVOSB) set aside procedures. Liberty is currently providing and meeting the RTLS sustainment requirements under the current TO for all VISNs located in the AITC NDC. Liberty works with various software companies; Intelligent InSites for Asset Tracking and Temperature Monitoring, Wavemark for Cath Lab, Censitrac for Sterile Processing, and CenTrak for the location engine, in order to coordinate implementation, software upgrades, patches, security upgrades, network scanning for all RTLS components. In addition, Liberty writes custom code for RTLS in order to allow the different software packages mentioned above to interface with legacy VA IT systems such as, Veterans Health Information Systems and Technology Architecture (VISTA)/Automated Engineering Management System (AEMs)/Medical Equipment Reporting System (MERS) and IBM Maximo. Based on the nature of this effort, there cannot be more than one vendor providing sustainment support for RTLS at AITC, this would impede the RTLS system.
