This is a Combined Synopsis/Solicitation/Notice of Intent by the Department of Health and Human Services (DHHS), Office of the Secretary (OS), Office of the Assistant Secretary for Preparedness and Response (ASPR), Office of Resource Management (ORM), intends to negotiate on a sole source basis with Environmental Systems Research Institute, Inc. (ESRI) for Geospatial Information System (GIS) and GeoHealth systems software licenses. This announcement constitutes the only solicitation; quotes are not being requested and written solicitation will not be issued.
The Contractor shall be responsible for providing all professional services, software and system licenses required to create and maintain a spatial environment (cloud and on-prem) that builds and expands on the ASPR’s existing GIS system and infrastructure, including a secure online, GIS platform. At no point shall the continued development and implementation of the GIS system impact ASPR’s ability to use or access the current GIS system and infrastructure.
